Received Monday, 9.40 a.m. NE\f YORK, May 30. The belief that the Soviet Unjpn, "for soipe reason satisfactory to them," wants to 'reach an agreement with the United States, was expressed by Mr. James F. Byrnes, former Secretary of State, in a speech ftt Rockhill, South Carolina, He said the United States Government should be willing to talk with the Russians so long as questions affecting the other allied Governments were pot invqlved. The latter should be dealt with through the United Nations. However, the United States should go ahead with its defence programme in the meantime. Mr. Byrnes accused Marshal Stalin of being guilty of bad taste in addressing' his communication to Mr. Henry Wallace recentiy. Marshal Stalin knew full well that, as head of a Government, he should address only the President of the United States. "It ha? always been my belief that the Soviets, in their policy of expansion, will go just as far as the democracies permit them to go. When they conclude they can gq no further without fighting, I belieye they will abandon their war of nerves and seek a settlement."
