Brokers must include the amount of the levy in invoices for purchases and wholesale traders or manufacturers must pav tlu' levy to the brokers who are responsibh for its payment to the department. Wholesale traders buving skins diree; from rural vendors must pay the levy when furnishing their monthly returnto the department.
