Xationalisation in its present foriu is not adequate. The State must ensure tne tinest labour c-onditions, guarantee consumers fair treatment and above aii insist 011 an adniinistration, not as between master and men, but in the spirit of full partnership. Nationalisation without demoeracy is not socialism. " Coal nationalisation was an experiment in whose success lay the Party's liope of further progress in nationalisation, Alr. Shinwell declared.
