Received Thursday, 8.50 p.m. WASHINGTON, May 12, "Soviet diplomacy is beiidlng every etfort to move a Eussian Army into tlie Middle East and tlie Kremlin yvill manufacture situations enaliling it to do this if situations fail to develop," declared tlie Iiouse Foreign Aft'airs Sub-eommittee's report publislied today. The report, which snrveys Communism in the Middle East, adds: "The risk of military coimter action or a full scale war vtdll most surely have been carei'ully pondered and boldly ineurred beeause the potential gains would outweigh all c.'fleulable losses, with the hope of q,..' World Uommunist State managed from Moscow appearing oue step closer to realisation. " The sub-comniittee, which toured the Middle East in 1947, contetids that Moscow places little reliance in local Uommunist groups in the Midle East,' and will relv on the Red Army to achieve its aims. The report said Soviet support for Palestine partition was designecl to create ehaos in the Middle East and establish partition as a prece dent which could later be evoked to Soviet advantage.
