LONDON, May 12. Erench fears, that tlie Oerinans may vegain eontrol over the Rulir, are proving an oli.stacle to tlie progress of tlie six-Power discussions 011 (iermany. The Erench have alreufly considerably modilied their lirst demand.s that the Rulir sliould be physically and politically eut -udrift 'fi'Qm Cfe/imd.Kj,,,ftUt* are in'sisting that France must have a major voice in the future eontrol of tlie Rulir industrial output. This deinand springs from Erench fears of a possible German re surgence and strong Erench public opinion wliicli demands tliat Erance must be adequatel v protected against another German invasion. The Aniericans, however, hav'e proposed that the Rulir output should be under the eontrol of an iiiternationai authority 011 whieh Erance would have only a minority voice. This iriterna tional authority, the Aniericans suggest, should be under Fnited States chairmaiiship and give the Aniericans a majority vote. This amounts to an Anierican riglit of veto whieh the Eniteil -States holds to be neeessary because slie will earrv the major iinancial buiden "of the Rulir reconstruction, The Erench delegates to the sixPower eonferenee returned to Paris during tlie weekend to consult with the Erench Goveriitnent upon its attitnde.
