European eountries will • be Asked to approve a plan for an Emergency Council of Europe", when they meet in, the Congress of Europe at The Hague 011 Friday. The British and Frencli delegatious have agreed 011 -a political report which sujfgests the inimediate establishmeni ;of the Emergency Council. The r&port :also suggests the creation of a Delibera*-" ftiy'e Assembly coinprising reprekentadiyys from various Parliaments, Euro•pe/in citizenship; a European defence force, .and a uniiied economic system dea'ding ultimately to a complete federatiqn. The report says a European Union must indude in its orbit the associated territories of European powers and must .pr.eserye the exjsting constitutional tiey which unite them. If recoinmends the integration of Germany into the European Union. Delegates will also consider au ecenoinic report calling for a permanenj. European Economic Council.
