TOKIO, May 2. ' 'Japan is now fully oriented in the fyndamentals of democratic goverhment," declared General MacArthur • today, in a statement commemorating the first anniversary of the Japanese Constitution. "Japan today is a land of relative cairn and purposeful effort in a turbulent, confused surrounding, " he said. ' ' That it is so reflects great credit on the stamina, resiliency and determination of its people. So it must remain. For such a Japan, with all effort dedicated to building a new impregnable citadel of democracy in the East, will prove a factor of stability in a world torn hy the uncertainties of confusion and fear."
