It qu'oted the reply of the national executive to the Government 011 Mareh 8 in whieh the Government was informed "that a settlement couid be efl'eeted on the basfis of the1 normal ' resumption of work and ,the setting-up of a tribunal to deeide the xnatters 111 dispute and that the union would accept the decisions of such a tribunal as final and binding.
