' "A course has been set at last at the Five-Power Conference and any lingering hesitations among the Western Governments should be set aside," says The Times, in a leadef. "Two objects which they have before' them — the security of Western Europe and the eventual unity of Germany — are both served by a common determination to make Western Germany stable and productive, a basis for their own agreement and co-operation. "What is true of Western Europe as .a whole is true of Western Germany. Only when the Russians see it to be strong and stable will they be ready to make ' accommodations for the sake of agreement. Weakness; faltering and divisions merely encourage the Russians' intransigence and their hope of advantage."
