FINNISH-SOVIET PACT LIKELY
Received Friday, 11 a.m. HELSINKI, March 4. A Foreign Office spokesman said !it was likely that Finland would agree to start negotiations for a military assistance pact with Russia. He added "The President and Parliament, however, have the last word."
