TIMARU, Feb. 16. ' ' That all secondary schools in the South Island should reopen immediately, ' ' was the text of a resolution passed tonight by the High School Board of Governors for submission to the Prime Minister. In view of the small number of cases of infantile paralysis in the South Island, the restrictions had gone too far, said Mr. P. B. Foote. Sorne boys had more idle time on their hands than was good forithem and the sooner they were baek at school the better. The principai of the Boys' High School, Mr. M. A. Bull, speaking of the correspondence work, said that pupils could be divided into the ,following categories: (1) Those who were working hard and successfully, (2) those who were in trouble and needed the help of a teacher, (3) those who were in em- r ployment and were doing little work, and (4) those who were not, doing any* good at alh
