Received Thursday, 7 p.m. LONDON, Feb. 12. The Glasgow Herald, discussing Rus-. sian protests agaiiist the publication of German Foreign Qfiiee records showing secret arrangements between .StaJin and Hitler, says further diaclosures which will again upset the Russians, are expected in the not distant future when Britain, France and the United States jointly will publish the first two volumes of summaries which have been made of captured German documents covering the whole of German foreign policy between 1918 and. 1945. It has already been found, says the Herald, that the Russians approached Hitler asking for a secret agreement as far back as 1984. Tle Herald says the British authorvties are quite unperturbed by the Russihh th'reats to retaliate.
