The Russian (to\ ernment still succours them," the note adds. ' The Russians are constantiy nvanoeuv ring their army along Persia 's northern front iers." The note hopes Itussia will stop the a'.'tivities of traitors and terrorists 'onducted from Hoviet territory against Persia. The note declares that the eiigagiiig of a few United Ftates ufficers for the ,\rmy and gendarmerie is not againsi ,tlie terms in the 1921 treaty (with bussia; and any discussion of the sub.ject is an interi'erence with an indepondent country's internal atfairs. The note insists that the funetions of the Cnited Htates military niission in /ersia are purely advisorv.
