White Paper On Wages is Shock To Unions

"The Government statenient on its wages policy must come as- a shock to the leaders of xinions representing millions of workers engaged or preparing to emhark on wage negotiations, " says The Times labour correspondent. ' ' This is the first -statement of a wages policy to carry a threat of sanctions. Tlie statenient contains the implied threat that unless the Government's principles Kvere followed, the Govexnment would have to regulate not only wages but also all pergonal incomes.
