"break the Marshaii plan"', has fallen into British hands in Western Qermany, says the Daily Telegra'ph's Bei'liu correspondeiit. It. was issued, he says, by the (-ominforai in BelgTttde. Its full title is "Protocoi M :. Action Ruhr, ' ' and according to the correspondent, it was pass" ed to Comnmnist cells in the British zone in November by nietnbers. of the .Socialist Unity Barty in the Russian zone. It is a document of 1200 words with an introduction which states: fThe coniing -winter will be the decisive period in the history of the Oerman working ckss. The battle for starting positions in the final struggle for the Jiberation of the world proletariat, is imminent." The Times Berlin correspondent says members of the Communist Party are menti'oned in the document by name as having lieen g'iven the 1'imctioiis of an executive committee and dates are sel for eertain details of the plan, namely, the organisntion of strike cadres by Ihe end of Febi uary and the organisation of a general strike in the British zone by the beginning of March. There must, the document declares. lie siniultaneous "risings of workers" in transport and in productive industries. The Times' Berlin correspondent .stated that "Plan M" has been known to the British authorities for some finie. It is considered a g'enuine plan aird gives Ihe names of the cooi'dinating committee. The British United Press Berlin correspondent said the' detailed. plan elaimed Ihe backing- of the Soviet Government. The plan ordered Gommunists to stay in the baekgToimd and not partieipate in tlie strikes. German trade unions presented the British occupation ai'ithorities with a tlireat of a general slrike demanding, firstly that 110 eoal should be shipped the Iluhr until food supplies were asxured.j and secondly, that surplus coal'l should be'sold to Belgium for sur-i plus food.
