The United Nations Seeurity Gouncil t his week begins its exaininntion oi lndia 's eomplaint against Pakistan in eoiinection with Kashmir and in a Jong leading at'tiele diseussing the dispute, The Times tliis moriiiug says it is to be lioped the Seeurity Gouneil will not be dedected by the eonfiieting arguments, from concentrating forthwith upon the main problem before it, naniely tliat of preventiiig an outbreak of fornial hostilities between the two Doininions. For the liioment, The Times emphasises, it is quite impossible to iind out whether the inhabitaius of Kashmir wisli to aectde to lndia or Pakistan or whether they would prefer to enjoy an independence guarant-eed, by botli Dominions. It would eertain'ly be dangei-ous for ihe Seeurity Gouneil to defer aetioit pending a i'ull examination into the eharges and eounter-charges on either side. Whai the emergeney requires from the Gouneil, The Times adds, is an inimediat-' eease fire order followed by a earei'ully tinied prograninie for the witndrawal fronl Kashmir of the "foreign" forees on either side.
