GAMING REPORT INVOLVED MUCH RESEARCH

The preliminary work of the Royal Commission set up to enquire and report on gaming and racing in New Zealand, has occupied nearly two years. The setting up of the commission, was authorised by* Sir Cyril Newall, the then Ciovernor- General, on Mareh 22, 1946. It is estimated that the full report of the commission is of approximately 50,000 words — equivalent to about six pages of an eight cclumn daily newspaper, if it were printed in full. Few members of the public will be fully aware of the reasoning that lay behind many of the recommendations made by the commission. For example, the report, after a preliminary review of the matters with which it had to deal, devoted more than 3000 words to a survey of the history of betting laws, overseas and in New Zealand. It quotes legal rulings on matters affecting gambling, and even refers to legislatidn passed in . the reigns of Richard II and Heriry IY, and later kings of England.
