FRANCE CAN NO LONGER ACT AS REFEREE
Received Tuesday, 10 a.m. PARIS, Dec. 15. France could no longer .act as referee between the Soviet Union and the United States, said the Foreign Minister, M. Georges Bidault, in an interview published in the newspaper Paris Press. "It' is obvious that the Soviet Union's efforts are no longer aimed at peace," he said. "France has done everything possible to help Moscow and Washin^ton understand one another."
