Dr. (Jilbert Alurray, in his presidential address to-the annual general nieeting of the council of UNO Association in London, said the international situation had worsened during the last year, Peopie were trving to make war and bloodshed in many places, and in no place had FXO the strength to stop a fight or maintain order. There was want and some fear every where. ' ' We have the raw materials for making a peaceful world. There is abundant goodwill and the macdiine for using it, Imt tlie machine isn't working. The opposing forces the war left behiiul are stil] too stroug, The relgtions between Britain, the United Xtates and Russia obviously eontain the "feeeds of a possfble war, and tlie friends or peace must strive to obtaii; an agreement with Russia 011 p'eaee in (lermany and in the world. UXO must have teeth. and not merely trust to the chanee ot the teeth of some great Power.-"
