Received Tuesday, 7 p.m. LONDON, Dec. 9. A scheme under which allotnient holders who nurnber hnndreds of thousands all over the United Kingdom, will be allowed to purcliase their plots on a five-year repayment system, has been submitted to the Treasury by the Joint Countiil for Monetary and Ecohomic Research. It is suggested that the prospective purchaser should aeposit secuiity in the form of national savings certiRcates retnrnablo on complotion of the transaction. During the wai- all waste ground in city and urban areas and many thousands of acres of parlcs and reserves, were cut up into allotments on whicn neighbouiing householders established vegetable gardens. Although some of these allotments have been reclaimed, the mgjority are still under cultivation and froni time to time agitation arises for the enunciation of some definite •Government poliey as to tenure. The contribution which allotments made to the. home production of food, has not been estiinated in detail but is adniit-, ted to be very considerable.
