The treaty, which was signed at Rio de .Tanieni in Heptemlier, pledges the American republics to invoke sanctions against aggressors if sucli action is upiM-re-od bv a t wo-thi rds niajority. Senator Artliur Vandenberg . (Republican, M ichigau) who strongly supported ratilication, said it contained " ao paralysing veto" and it came a a signilicant moment to demonstratei the solidaritv of the we'stern hemisphere. This is a true partnership representing the greatest advanee ever niade in the business of collective peace.
