M. MOLOTOV WITHDRAWS HIS TREATY PROPOSALS

Received Thursday, 10 a.m. LONDON, Dec. 3 M. Molotov, at the session of the Foreign MinisterS' Council today. proposed that the Ministers should agree, as a base for the peace treaty with Germany, on the decisions of the Yalta and Potsdam conferences. The Russian, French, British and American Governments should submit to the council within two months their proposals to form a basis for preparing the psace treaty. M. Bidault said that if the council accepted M. Molotov's suggestion the Ministers might as well go home and end the conference immediately. M. Molotov withdrew his proposal and the Ministers decided to refer the whole peace treaty to their Deputies.
