Both tlie Senate and llouse Bills are mereiy authorisations sanctioiiing tlie programnie and limitiny expeiKliture. The actual funds must be provided by separate ap]>ropriation measures and ecoiuniiy auvocales in both chamber.s are exjiectcd to wage their major battle when the appropriations come up for approval. The cliairman of the Senate Foreign Relations Committee, Senator \'andenberg, urged the passage by tonight and and the Senate acted with a minimum of oratory, it approved an ameudment by the Republican wlii]), Senator Kennetli Wherry, prohibiting the president from ordering domestic price control or the allocation of measures in admin istering the relief but rejected a proposal by Senator (Wenn Tavlor (Demo crat, ldaho) to have all the funds administered by the Puited Stales and to make them available to all hungry peoples including the Russians, instead of only Prance, Italy and Austria. Other amendmeuts ajqiroved were, tirstly, the recipient countries must allow f ii 1 1 press and radio re] 'orting on tlie distributiou of aidfseeondly, the recipients must use the relief supplies etficiently, mahe them available at reasonable prices and work to make their economies self supporting; thirdlv, the recipients must ugree not to reexport relief supplies and must refrain from exporting siniilar goods which they produce; fourthly, up to 2o pei cent. o'f the purclmses for shipment under the jirogramme may be made abroad to lighten the impact on Ameri,can economy; lifthly, relief shipments to any country may be caneelled wlienever ihe President determineg that it is not adliering to its relief agreement or that "a changed condition " within tlie country makes further lielp undesirable.
