Received Wednesday, 9.55 a.m. LONDON, Nov. 18. The Liberal leader, Lord Samuel, asked in the House of Lords whether the Government would jummon a conference, representing ffiree parties, to consider the conocitution of the House. The leader of the House, Lord , Addison, replied that the Government had considered the idea, but felt that no such proposal should delay or jeopardise the Parliament 3ill now before the House of Commons to reform the House of Lords. The Government could not consider a conference at present.
