Received Tuesday, 12.12 a.m. MELBOURNE, Nov. 3. About 2400 people attended a lunchtime ralljr in the Melbourne Town Hall today whereat Mr. Menzies, Federai Opposition leader, was the principal speaker in support of the Liberal candidate for the Melbourne City electorate. Mr. Menzies. spoke principally upon the link between the Federai Banking Bill and State election. He said: "There seems to be the temptation down here (Victoria) compared with the little hamlet of Canberra, to say that the Victorian election has nothing to do with banking. Mr. .Cain, himself, in quite expensive advertisements proclaims this. That is very curious. If Mr. Cain thought the people of Vie'toria favoured JMr. Chitiey's plan lie would be the lirst to say banking was the issue. But he knows, and Mr. Chifley knows, that this rotten seheme is being forced through against the will of the overwhelming majority of the Austraiian people. The Federai Governinent did not mantion banking last election. Let there be no misunderstanding. - We have aecused tim Federai Government of cheating and lying both by suppression and with actual statements. The Government is going to nationalise the banks because it has two years to run and the banlas could be destroyed in that time. Unless everv democrat in Victoria wakes u}) next Katurday they may lind democracy has entered a long- sleep. There 's no room in this contest for* rail-sitters or neutrals."
