Received Thursday, 11 a.m. LONDON, Oct. 22. A conference of 1000 Arab ahd Kurd sheiks at Baghdad today decided to reject the plans for the: partition -©f Palestine, to regard the paration as an act of aggression against the Arab States likely to .ead to an outbre.ak of war and to boycott diplomatically and economrcaiiy every State supporting Zionism and the partitions. Reutsr's Badhdad eorrespondent, m reporting this, adds that the conference decided that every uheik must prepare "every man able to carry arms and light in the defence of Palestine." Salih Jabur, the Prime Minister' of Iraq, and 10,000 fully armedtribesmen attended the conference. The AsSociated Press' Jerusalem eorrespondent says a Jewish Agency opokesman announeed that the newly-established legal department of the Jewish National Council was now drafting the constitution for a Jewish State- in Palestine. He added that throughout the Holy Land members were being enlisted m the Mishwar Baain (a type of nome guard) , with a view to training 'people over 40 years of age in hrst aid and other civiiian duties Which might be necessary in an emergency. The younger people would be expected to co-operate in other security services of Palestine Jewry.
