Beceived Fridav, 7.0 p.m. LONDON, Oct. 3. A eorrespondent writing to the Dailv Telegraph, suggests that the British Post Office should permit recipients of food parcels from the Doininions to pay postage on delivery in the same wav as customs chai'ges and exeess postage is at present collected. The eorrespondent says many recipients would welcome some method by which they could at least pay for the transport of their gifts and relieve the donors of the itdded burden.
