Though the member concerned asked that the report be ruled "out ' of order," the chairman allowed the report to be discussed. ' • The alleged offender, wfiose name was suppressed, maintained that his remarks were not offensive, but after further discussion he apologised to the referee and the matter w.as -closed. •
