Received Sunday, 8.30 p.m. LONDON, Sept. 14. The Times' JSf aii'Q bi correspondent says that 300 Royal Engineers i'rom Egypt have arrived in' Kenya to prepare ground for the arrivaf of military stores being evacuated from India and Egypt and a base depot is being got ready. Rail and road projects are also to be put in hand to improve communications between Nairobi and Mombasa and a water pip eline is to be laid. It is stated that the British Government has decided to nse East Africa as a reception base for eva,euated stores but made no decision on the much rumoured use of East Africa as the new Middle Easit base. Nevertheless, it is widely believed that Kenya will be the neiv base^nd that the decision to build large depots for stores is a step in that direction.
