Short Term Outlook Sombre And Dark

Received Friday, 11 a.m. GENEVA, Sept. 11. A report on world food conditions by Lord Bruce, chairman of the Food and Agriculture Organisation's preparatory committee, said: that the short term outlook was sombre and dark, and long term hopes of recovery would be destroyed unless remedial measures were taken. The world food crisis contained the germs of sociai . disorders anl confliet, said the report. Individual nations- must undertake the eontrol of the import and export of scarce foodstufls, and the- more favoured nations should conduct national campaigns to stimulate the people to° maximum effort to aid the starving world. Rationing nvist continue and nations with larger rations might make sacrifices in favour of the less fortunate. The Food and Agriculture Organisation unanimously decided to establish a world food council, consisting of 18 nations, which the constitutional committee recommended September 10. The council. will be the only advisory body designed to aid in co-ordinating national and international food policies. Lord Bruce was unanimously elected first chairman of the council.
