The Soviet-controlled Leipzig radio reported that Herr Otfco Grotewohl, chairman of the Sovietsponsored German Socialist Unity Party, told an audience of 20,000 at Jbempitz that,, the. , Marshafi plan shouid not be regarded as a great .lumanitarian act, but as a greai jolitical scheme." He added that iuch a scheme was unacceptable to 3-ermany, which should be reconurucced not on a dollar basis, but jn the basis of her working power.
