DISPOSAL OF WAR FUNDS

Addrcssing the unnuul mcetiug of tlie Joint Councll of tho Onlor of St. Jolmand New Zealaud Red (Jross, Ihe Gover- : nor-Ueneral, Sir Bernard Freyberg, said ho did no t think there sliould be a Beparate system for uien who served m the iirst world war and those who served in the secoud, for men who served in the marchant navy and those who served in the Middle East. A policy for .he eontrol of war funds pre-' sented a difficult problem. There was u good deal of money in separate funds j in watertight compartments. There I was a lcgal aspeet regarding their I amalgaiuation. For exumple, canteoji funds belonged oy usago to the men and women who served in tlie Middle East. Home serviee funds belonged to those who contrlbuted to them, but mostof tlio.se who served in ihe Middle East luid served in the home forcus, tliough j not ull who served in the home forees had been in the Middle East. There were funds for the iirst world war veterans and funds for secoud world war veterans, but some men had served in both wars, tho resuit being that there were persons who had claims on more than oue fund. Ile thought there sliould be oue committee to review all funds and who would deal with all men and women no muller where they had served. Wlien tho lirst war funds were used up, there would be a crisis and a demand for oue fund to be estabiished. Ilis Excelleucy also hoped that oue day the question of veterans' homes would be tackled. After visitiug homes and establishmcnts for limbloss persons and Et. Dunstan Ts he had been very happy about the care given ex-servicemen and women, but he was certain that what sliould be aimed at was a concontration of all such servicemeu in large groups which ulTorilcd opportunity for better care. It was anomalous to have the care of sick and wounded under tvvo separate organisations. There was a coinplicated set-up and he hoped the Joint Council would examine ways and ineans to improvo and regulariso the work in hospitais.
