We believe it is not oniy Ihe duty of United Nations to set up a eomniission eitlier to arbitrale or niediate in the dispute but that it is also an opportunitv that should not be niissed. It seems useless to hope for a resumption of good relations or even negotiations between the Dutch and lndonesians without this outside interventiou. The world has I'oniideuce, we believe, in the good intentions of the Dutch. But after the events of the past tliree and a half vveeks, the lndonesians niay not be so sure. An outside connnission is called toi and not, we believe, a coiumission froni oue nation but representing all the nations, uamed by the Eeeurity Council.
