Received Monday, 10.10 a.m. CAPETOWN, Aug. 17. Field Marshal Smuts, in an interview, said the veto threatened to wreck United Nations, but he believed that the Marshall plan would save Western civilisation. "The Marshall plan cannot fail. It won't fail otherwise we will enter another dark period. Europe will he salvaged. This is not the devil's world. This is God's world and it must be saved. "When we know what the plan is we know what we can coritribute. South Africa will do. her share and f others will help the United States in this great task of reconstruction."
