TALKS ON DOLLAR CRISIS

Received Thursday, 8.20 p.m. WASHINGTON, August 13. The Secretary of the Treasurv, Mr. John Snvder, announced today that he would lead the American ilelegation in the Anglo-Atuerican economic discussions beginiiiiig at Washington on Aug-i ust 18. Mr. Snvder said the negotiations would be conducted by the Natioual Advisory Couucil which was the topranking Government policy-making body in the field of foreign finance, of which Mr. Snvder himself is chainuan. It also incjudes the Secretary of Commerce, Mr. Harriman, representative ofl the State Department, and Federal Resarve Banlc chairman, Mr. William McChesney Martin. Mr. Snyder emphasised that the talks would be concerned with problems arising from the Anglo- American linancial agreement and nuthiug else. Ilowever, lLe envisaged a broad discussion which might lead to even higher level talks. He said: " We waut to lind out what the British have in niind. " Mr. Sityder confknned that American filrn industry representatives had qtiestioned the Treasurv as to wliether Britain 's new iiliu tax coutraveries the loan agreement terms, double taxation phct or reciprocal trade agreement. Mr. Snyder said this aspect would be discussed with Sir Wilfred Eady's delegation next week.
