Received Wedresday, 11.15 a.m. NEW YORK, Aug. 12. The Urited Nations5. legal department held in an opinion today that the new Dominion of India would retain Charter membership rights in the United Nation s, and that the Pakistan Dominion would be regarded as a new non-member state. Thus Pakistan will. be eligible to apply for membership after formally achieving Dominion s'atus in the ceremony at Karachi on Fridav.
