One suggestion is. that ration books be withheld from all persons who are un able to satisfy the authorities that they have a legitimate occupation or sourcu of income. There are over 1,500,000 in Britain between the ages of 16 and 04 who are not members of the wofking population. Though a large number of these have legitimate sources of inx'ome, the number who live by ditbious means is stated to be larger thhn ever before.
