AUSTRALIA TAKES UP NEUTRAL ATTITUDE
Received Sunday, 9.50 p.m. CANBERRA, July 27. An announcement by Mr. Chifley that Australia has decided to move that tha Dutcli-Indone'sian conflict be referred to cbe Security Council of the United. Nations is expected in the next few days. Mr. Chifley will emphasise that the Australian Government 's attitude is strictly neutral, Three-way discussions have been taking place between Mr. Chifley in Queensland, Dr. Evatt in tapan and the Iligh Commissioner (Mr. Beasley) in London. Seamen have refused to man tugs to nove the Dutch ships Grootekerk at Srishane and Tjibesar at Melhourne. The Grootekerk is in Moreton Bay and cannot get to the wharf without tugs, out the Tjibesar can sail from Williams town if a pilot is provided. The officials of the Port Phillip sea service say that pilots will take the ship out despite threats. The Seamen's Union which has declared all ships olack threatens to black-list any pilot who takes the Tjibesar to sea. This would mean that the seamen in the pilot steamers would refuse to take the pilot off or carry him in future.
