HANDLING OF CARGO BY CONTRACT
AUCKLAND, July 20. Talks in Wellington this week between the Govefnment and New Zealand Watersiders' Union have been the subject of speculation here and the view has been expressed from usually reliable sources that last month's tentative agreement to introduee the contract system under the control of a commission of six, has been endorsed. It is stated that an offieial ahnouncement of the new Waterfront Control Commission of two Government nominees, two union representatives and two shipping representatives, may be expected shortly. It is also believed that the union has been given the right to reject or refer back to the commission any cargo contraet allotted by the commission and it is understood contracts may also be drawn up in negotiations betwecn the union and einployers. Otherwise they will be drawn up by the commission. The contracts will indicate the standard rate per gang per hour for handling various classes of cargo and it is believed that if workers fail to reaeh a requircd tonnage the union will have to stand losses from the proflts accruing when cargo is handled at a faster rate than provided for in a contract.
