CANNOT GO BEYOND HIS AUTHORITY
The complaina'nt was asking the authority to do something it was not appointed to do. Its fUhction was not to dictate to business people where they could sell theii' goods, said the No. 2 Licensing Authority, Mr. P. Skogluhd, when Messrs. D. H. and J. S. Tomlinson (O'CoYinor's • Cordial Manufaciuring Company) opposed a request by Lester's Cordial Company for permission to extend' its route as far as Johnsonville when necessary. The Railways Department was the only concern that could object, and as no objection was forthcoming from them he would grant the necessary licence. "I would be going beyond my authority if I did otherwise," coniinued Mr. Skoglund. "If a person wants a particular brand of cordial he is entitled to have it."
