It is believec Belgium, India and Canada may now feel justified in niaking either Govern ment to Government saies of munitiont to China or permitting eonnnerrfal bijy ing by the Cliinese. Britain particular ly is known to have large war surpluseiwhich slie might be willing to dispose of.
Nanking representatives have been in touch with officials and manufacturers of other friendly nations besides United Htates regarding military purchases liul these countries so far have been reluctant to permit a supply of war equip ment to China as loug as Washington placed an embargo on munitions for the Chinese. The result of the latest' American move may be to throw the world 's munitions' markets open to (!hir}a and permit Nanking to obtain whateyer can l>e paid for. The Nationalists' most pressing needs, however, are spai'e parts for American weapons, niotor vehieles and planes. Rcores of aircraft and hundreds of trucks are miinobilised due to lack of parts. lf the Chinese Gov ernment can get the cash togetlier it should be alile to buy materials neces sarv for putting mueh of the equipmenl at present out of order, into operalion. The arnount of foreign exchange the Government can aniass will depend to a eonsiderable extent on whether it can lav liands on the ptivate properties and bank aceounts of wealthy Chinese abroad, estimated tq run into hundreds of miilions of dollars in United States alone.
