Mr. Gromyko told the United Nations Convetitional Armamepts Commission last night . that the adoption of the Anier.can plan foi d ealing with world, disarmament would lead to the eollapse of th« United Nation 's efforts to eontroi the production of arms. Mr Gromyko made a statement that after the Commission approved and forwarded the United States plan (providing for the separation of atomic energy eontroi and general disarmament) to the Seeurity Council. The Commission .also reje.ctvr the Russian proposal which would have linked the atomic weapoiu and conventional armaments iy.es tions. Mr. Gromyko cast the onlj vote against the motion to seno the American plan to the Security Council. After the vote was taken Mr Gromyko said: "The separation ot arms limitation and the prohi bition of atomic wcapons is contrary to tlie General Assemfyly's resolution of December 14; it will constitute an obstaele to the liiture work of the Arms Commission and the Security Council ; and it will involve the eollapse of the method of implementing the (Jeneral Assembly's resolution concerning the general regulations of armaments and armed forces." Mr, Gromyko declmod tonight to give roporters a direct answer to the question whether he meant to boyeott the Commission's future meetings.
