Jacobs, a,nd treasurer, Mr. J. ;p. Harper, at tonight 's • session of the conference. Both are retiring from their ■positions with the association, The .award makes rhem honorary life members. - In presenting the badges ' the Dominion vice-president, Mr. C. O. Bell, saia Mr. Jacobs was, president. af the Palmerston .Nortji branch of the .B.S.A. from 1918 to 1944, Dominion vice-presi-yTLgnt from 1935 to 1943 when he was elected to the .Do.minion presidency. Mr. Harper had been honorary treasurer of the association for 27 years. He was Dominion president m 1917 and on the executite since the inception of the associhfioii and had afcted in many capaeities for it. -
