GIFT OF NAVAL VESSELS
Eeceived Sunday, 11 p.m. W ASHIN GTON, April 27. President Truman,- acting under an extension of Lend-Lease authority, has instrueted the Navy to transfer to China 271 surplus smail naval vesseis. All are beloxv the destroyer class. The Xavy was also authorised to send 400 men to teach the Chinese how to use ihe ships which will be given free. An unspecified number of dry docks is included in the gift which President Tdunian said had been requested by China and which "would be in the public interest. " China will also receive technical information and advice essentiai to the organisation and maintenance of a naval force. The State Department says the vesseis will be used 'chiefly to patrol ,-oastal waters to subdue river pirates and lialt smuggling. The New York Herald-Tribune says tliere is no implication that the gift is .limed at Russia because the Chinese Governnieut 's troubles with the Communists are all ofi land, the Commun ists' sea strength comprising only a i'ew wooden junks.
