In the frankest bld for return to political power that he has evbr made, General de Gaulle today called upqn the French people to organise themselves in what would amount to a political parcy supporting him and his' ideas. Ge'neral dt Gaulle, who was addressing a large crowd, called for a reVision of the recently-adoptcd constituoion, which he saict nad pruaaceu an fnter-party staiemate dep'riving che nation of its efficiehc'y atiu authority. General de Gaulle said that the constltution engemdered a sj'stem which was leading the people astray and paralysing their eiiorts. "Although we. hope that the United States and Russia will not aecome enemies, they are automatically rivals. The maintenance of our independen^e, situated as we are, becomes a burning question for France. We should take the lead in creati'ng a bloc of Western European nations so as to have an element of equilibrium between jwo masses. "We must, firstly, settle Germany 30 that her ambition and might may never again be „ a threat. Secondly, we must so remake Europe that besides Russia and the United States there may be an hement of balance."
