In an ell'ort to oltviate the need for a sperial session of the General Assembly, the Seeretarv-tJeiieral (llr. He supported the Anieri ean delegation 's view that Britain should fornially present the case witli a delinite proposition for United Nat ions to aet 011. As ohief spokesman for the Arai) States, he suggested three possible eourses for Britain: Pirst, deelare Palestine independent ininiediate ly and notify United Nations of the niove, as was done regarding Transjor dan; seeondly, eontinue the niandate over Palestine and present it to the Trnsteeship Uouncil; thirdly, resign the niandate.
