Reccived Wednesday, 11.30 a.m. OTTAWA, March 4. The winter's worst blizzard has brought the record snowfall of thirty inches to the Ottawa district. Cities bearing the full blast of the blizzard comprised Otawa, Toronto, Montreal, Quebec, Moncton, St. John and Halifax. The blizzard disrupted rail and telegraph communications over a wide area, and power failures for long periods occurred at Moncton, Halifax and Quebec. It also inoensified the existing railway wagon shortage, many freight cars being snow-bound over wide areas, and delaying wheat to Britain and newsprint to America. The power failures at Halifax closed shops, restaurants and schools. The wind reached, a velocity of 66 miles an hour, unroofing some houses. The storm is now moderating.
