TRUMAN WANTS TO SELL ARMS.

The Ilerald-Tribune 's Washington correspondent says President Truman, in presenting his plan to help Britain carry out her Middle East commitments is expected to ask Congress for permission to sell anns to Greece and to Turkey even though he apparently posses ses this authority now. Administration officials said that if Greece and Turkey were provided witli funds to pav for anns, the United Rtates Government could supply them from stocks in Germany. Alternatively the United States Government could give Britain and France, lioth whom have large stocks of American lend-lease goods, permission to transfer these materials to Greece and to Turkey. Congressional approval would not be necessary in either of those two cases. The officials added, however, that President Truman, in outlining his proposal to Congress and to the nation, would ' 1 lay the thing wide open". If there was any C[ue3 tion about his right to ship arms, the legislation he would request of Congress would seek this specific permission, _
