DISARMAMENT AND ATOMIC ENERGY
I Received Sunday, 7 p.m. NEW YORK, Feb. 8. The sub-comnuttee of the Seeurity Couneil which has been trying to solve the differences between the Unitqjt States and the Soviet on the initial ap proach to disann, failed to reach an agreement on the atomic energy ques tion. Mr. (tromyko insisted that atoniiienergy shoukl be discussed by a dis arniament conimission to be establislied bv the Seeurity Couneil, together witn ail otlier branch es of disarmament, and the United States maintained its pre vious attitude that the disarnuuneiu conimission niust not eneroach 011 t'hc field of the Atomic Energy Conimission. The sub-committee will subniit to th.1 Seeurity Couneil next wcek alternative proposals for the establishment of -u disarmament conimission, oue of vvhicl. will make it ciear that the comniission inust not discuss atomic energy. Tlm otlier will leave this question open fo debate by the full couneil.
