He exphiined that union action in banniug night work 011 the wharves, was more a piotest tlian a strike. Healv denied a report that he ! said the federation would attend the ' Arbitration Court hearing in Hydney on Alonday of the dispute, buf would not adhere to the Court 's decision. He said the union contended that the .Stevedoring Iiulustry Commission and not the Court, was tlie proper authority to deai with the dispute.
